Tax Invoice for Out of scope sales

Hello everyone, kindly let me know if it is mandatory to issue a tax invoice for out of scope sales?

It is not mandatory as Tax invoice is mandatorily required to be issued only if one is making taxable supplies - Article 65 of Decree Law
