Oman issues Royal Decrees for establishing Tax Authority

His Majesty Sultan Qaboos bin Said issued two Royal Decrees - Royal Decree No. 66/2019 and Royal Decree No. 70/2019 on 14th October 2019, both relating to establishing a new structure for Tax called 'Tax Institution". 

Main points as per Royal Decree No. 66/2019 are :

  • The “Tax Institution” will have its own legal identity and shall enjoy financial and administrative autonomy;
  • Tax Institution shall report to the Council of Ministers;
  • Royal Decree shall issue the Bylaw of the Tax Institution and that it shall approve its organizational structure;
  • Head of the Tax Institution shall be a member of the Financial Affairs and Energy Resources Council;
  • Decree shall be published in the Official Gazette and enforced with effect from its date of issue ie 14 Oct 2019. 

Royal Decree No. 70/ 2019 relates to the appointment of Head of Tax Institution wherein Sultan bin Salim bin Said Al Habsi (Deputy Chairman of Board of Governors of the Central Bank of Oman) will be the Head of the Tax Institution.
