Zero rated supplies for tax registration

While computing the threshold limit for tax registration, we count the zero rated supplies or not, What about exempted supplies. I am confused.

For calculating registration threshold one needs to count the value of Taxable supplies ie standard rated and zero rated supplies. Exempt supplies should not be considered.
