Import from UAE to OMAN - VAT Collected by customs

Hi,

When we import goods from UAE to Oman, customs department is adding VAT to our Customs duty and collecting it. Though we are recovering it as input, it is affecting our cashflow. Is this normal that Customs department collect VAT also ? I have heard about book entry for RCM without actual payment. How does it work ? Please advise.
