ESR & Intra-group loan & In-house Finance Lease activity

Lease finance Activity falls  under the jurisdiction of the Central Bank for ESR Notification. please advice for below

1. Can anyone please share link of Central bank ? format of Notification as tried but could not find.

2. In this case, one Notification need to submit to Ministry of Economy saying No and

3. One seperate need to submit to Central bank for lease finance/Intra Group Financing?
