VAT Treatment

We are a manpower sourcing company. We provide people to our client companies and invoicing the payroll cost monthly with 5% VAT. Now, my question is as we are obliged to provide the EOSB or Gratuity for each of the employee, we are now invoicing it on a monthly basis. Is this subject to VAT as well?
