Trolley Tokens

Just a thought about VAT on trolley tokens. Sometimes we have to pay a small deposit or insert coin to get trolleys in retail stores. Most of the time, customers return the trolley and get refund or coin back. So no VAT implications in such cases. My question is what about the trolleys and associated money that is not returned. What will be the VAT analysis in this case.
