Input VAT Recovery if Invoice does not Address to us

If we purchased a building and telephonce connection still under the name of  previous owners & Etisalat sending Tax Invoices to his name But we are now receiving services from Etisalat as the we are purchased the building but utilites lines still not transferred under our name. 

In this case, can we claim input or not?
