Incentives Are Taxable or Not

If the manufactuer gives incentive in Cash to a local distributor for hitting/beyound the targets for the supplies of goods and services. Distrubutor is not an agent & do all all billing under his own name. Manufactuer also has local place of resident in UAE & registered with FTA &  distributor deals with him locally & internationally.

Such Incentives are taxable or out of scope?
