Import of Goods in UAE through their Local Agent/Branch

We are importing flowers from one company in Africa with all shipping documents in our company name. However as per signed contract, payment to be made to their branch office/ sister company in UAE. Is this transaction valid and what will be implication and treatment in VAT. Any compliace issue from Custom/ Excise or Corporate Tax point of view. Please advise.
